In natural circumstances plants get nutrients from rain water run off with organic matter such as rotting plant matter, animal feces etc.. all of these "nutrients" are what a plant survives off of in the great out doors. If you are growing indoors, in clean soil and feeding JUST water.. your plants will likely die after a short while.. and if they dont die.. they will not grow well at all.. Humans can survive off of just water.. but optimum health requires nutrients... your plants are the same way ;-)
I grow food.. Not weed.. But I like weed.. So I will help you grow it as best I can ;-)

The Reason i ask is theres a lot of people on here who can barely afford proper lighting so there must be people who have used nothing but water, also depends whats in the tap water in your area/country.
My Plants are under a 600w hps in 25-27°c when the lights on and no lower that 21°c when off the have a small half dose of miracle grow every 2 weeks during Vegging with a tower fan to circulate air and there huge and healthy. There Amnesia Haze grown from feminized seeds by the way.
