    Opinions...please?

I have heard differring views on this subject & would like to know what you guys think...One friend says he puts new cuttings under a low-lumen flouro-grow bulb for 2 wks. before upping the intensity...to promote early root developement rather than foliage...Another puts them under a high-lumen T-5 rig from day one..Though I haven't seen for myself, they both claim good results...What do you folks think is best?
