Needing some help with a setup

Hello,
I am new here and I was needing some help with a setup. I have a room in my basement, maybe 8X10 it stays maybe around 70 in the room, I want to use this as a grow room. I have always heard that a metal halide light was to be used for growing and a HPS light for budding, then I been reading posts on here and seen some use a HPS light for both. I am wandering what will get the best results? Where is a good place to get the lights on a budget? What is the best hydro system, I tried the one with airstones in a tub and the pots cut into the lid, but I didnt have the right lighting at the time. My plants were growing though. lol Also what nuts does most use? THere are some many to choose from, I cant decide on anything so I need help from the pros. lol There is a hydro store here in my town but I havent had time to stop due to work. I would also like to ask about seeds, has antone here ever ordered them online? IS it safe? I have thought about it so many times, was interested in trying to grow White Rhino, white widow and a few others like that. What is a good site to order from? I really hope I can get the help to get started, also when I trried before I only used miracle grow plant food for my nuts, I was just messin around to see if I could get it to grow. Shane; Hope you've found some answers;
General Rules for Moi; Don't be greedy/ Control Your Grow/ Plants are like Children they require constant vigilance/ GO ORGANIC/ Filtered H2O only to feed!/ Do NOt Overfeed!
Metal Hal.; for Vegetative growth; HPS for Budding! Don't Overdo HPS; Start at about 6-8 weeks with "minor introduction" then go from there;
DO not limit plant growth by placement or starting in small containers! Larger Containers do not limit plant growth; albeit Indoor plants tend to be smaller than outdoor,
GrowAce.com has some good deals on equipment and they're dependable (L.A.)
