If the 100W is a CFL then that's good. But that's a very low lumen count for the 100W CFL to be producing.

I've looked into UVA and UVB, and it doesn't seem to really be great, especially when the primary light source is not very high. You can replace the UVA/b light with another fluorescent and have more light for the plants to be using more efficiently.

You can find thin Mylar at Canadian tire. It's listed as an "Emergency Blanket" and it's very nice for reflecting light. It's not very thick though...

For one plant at a time, the 100W CFL seems adequate enough. I think you should go with a simple grow and bloom organic line, not making it too complicated.
