I feel i will set up a small closet using my existing cfl, then I will venture further into building a true veg room.

If you find that your existing CFL is not quite enough for your seedlings/cuttings and mother plant, look at something like a T5HO to go over your mother plant. They are 24w, kick out about 2k lumens and cost under $40, your mother plant will be happy under that.
