Based on what I've researched so far, the cheap ones would be barely able to grow a leafy house plant let alone a flowering plant that requires a full sun type environment. Maybe and I emphasise maybe, you could use one to root cuttings or sustain a tiny mother plant in an environment where heat is a concern.
Honestly I think your money would be much better spent going towards another MaxiBright CFL.
