My plant is about a month to month n1/2 through the cycle and it's still only a foot tall is this normal also has about 20 white hairs all over it so I guess my question is can a plant bud while it is small and stay that way? Will the buds be small?

Plants start to thrive on the flowering stage what's the lighting u are using and are u using any nutes how long have u been flowering for my plant has been vegging for around a month and a half and this is how it looks don't noe if male or female yet till I put to flower
