when to flower
I would say go ahead and start flowering that baby, 15 inches is plenty for an indoor grow. Just remember, the plant can as much as double in size once you put it to flower so just use that as a gauge to tell when it's time. If you want a two foot plant, start flowering at one ft. etc. etc.
