Need help with light?

Okay, I have done some homework and want to try it for real. I have tried a few times but always had long skinny plants that never did anything. after a few first failed attempts. I understand that HPS is the best when growing ganja, next is MH, followed by fluorescent. Now as everyone's income is different and some cannot afford a HPS system or bulb itself, can you grow with some compact fluorescent? Even a single plant or two? What would a good working range be? A bare minimum? A maximum?

My ideal grow spot would be in a closet space of 4' x 5' would a total of 4 fluorescent tubes work at about a range of 6700 lumens. (which are compact fluorescent) would that work to get at least a mother plant in veg for a while then switch to flower? or would I need to add additional light to support the mother plant into and during flowering? i've been growing for a good few years now and have always used cfl's for veg'n with 2 fluorescent tubes from a fish tank (6500k) for side lighting, it works grand for me in veg and then used a 400w hps to flower them (4 plants). a friend of mine has too 200w CFL grow lights one blue spec, and one red spec and he's more than happy with his plants,
his buds will not be as big or as tight as mine done with 400w hps but he has'nt had to buy weed for years and thats all that matters is in it,
