On a renewal you can not use your application/proof of mailing to purchase meds anyways. You have to get your actual red card before your are legal again. The 35 days with temp paperwork only works on new applicants. Many people are confused about this one.

While I don't necessarily endorse this practice, their logic is that new patients might not know their need for MMJ was upcoming so they get a card without having to wait on CDPHE. On a renewal you knew the expiration date was upcoming for an entire year. Neither scenario can justify why it takes the CDPHE to get a card out in the first place. Not like they are getting paid $90 to process a simple form or anything.
