Regarding Xcel Energy and your electrical bill in Denver
AFAIK, it isn't legal for Xcel to disclose private customer information. However, if the police have other evidence against you, they can obtain a court order allowing them access and neither the police nor the power company would be obligated to inform you if this was the case.
