Moved from 24/7 MH to ~12/12 outdoors -- slow flowering?

I'm pretty sure though, that the MH lights I had them under previously were more intense than the sun here, at the moment.
Anyway, It kinda seems like I may not be able to see the forest for the trees. When I view them from afar, I can definitely tell that there are bud sites forming. But, here are some additional pics for added benefit.
My all star pre-98 is in the foreground here.

Here are my gals. Two pre-98s and one Lavender. Late into flowering, all three of these should take on a super deep purple.

This is the top of my Lavender Kush. She's got more stretch and more budding sites than the other two put together.

So, I'm in SoCal and we're getting close to a 12/12 outdoor lighting schedule, so I moved two Pre-98 Bubba Kushes and 1 Lavender Kush (who may be mislabled, because she's showing a little sativa) out from under my 24/7 mh bulbs into my backyard. They've been there almost two weeks and I don't see any definite signs of flowering. It's almost like they are in a retarded veg state. Is this normal? Thanks! Also, I should add that I'm a card carrying medical patient and that my 3 little Rating: 5
