You can find even better prices on stronger used equip if you live in a "legal" state. Sounds like you're sticking organic. Get a small bottle of kelp based root enhancer, cpl fans, and some pantyhose(EXCELLENT low cost filtration), as well as addressing your lighting situation. The philosophy I live by in my garden is LESS IS BEST!!!
