If you can get your temps down, you can get your light within 18" before bleaching starts to occur.... You can even leave the restroom exhaust fan on too but I'm sure you already thought of that....

Once you have to funds, air cooled hoods and inline blowers are awesome to control lamp temps....

Your right about everything you mentioned. This should be said as to what could happen if you try to cool an HID hood with airconditioning you will raise your humidity in the area/room..Then leave yourself open to mold due to the amount of moisture drippin' off the walls of the room.I did say drippin',too!

Best way to go is to use an enclosed hood as you said and all those could be's are null and void.
