It would make a big difference to some patients. I think the fact that they started the dialogue and figured out what they need relative to the new fees shows a good faith step on their part.

The fee is based on the amount of money collected from patients the previous year, and on the ongoing cost of the program. The more people get cards, the lower the fee will fall. The money cannot be used for other state programs.

I believe they are dragging out the process until the glut of cards issued in Aug, Sep, Oct, and November are processd. I ran a report on the expiration dates and found that 65% of cards are expiring in those months. If they can get those cards processed at the higher rate they can have a 3x larger budget for the upcoming year.
That would explain the "email glitch" that extended the comment period out by a month.

maybe they could spend a few bucks providing a plastic card that fits in your wallet.

Baseball card holders work really well if you have a bi-fold wallet. But yeah, these cards fall apart if you look at them the wrong way.
