What is going on here? Form filled out PLEASE HELP

.1) Type and wattage of lights. (MH, HPS, CFL's, tube fluorescents, LED's) 4 35watt cfls and 1 90 watt tri band UFO
.2) Distance from tops? cfls about 3" and LED about 8"
.3) Reflector type? (cool tube set-up, bat wing, enclosed reflector, bare bulb...)Bare Bulb
.4) Is there a consistent fresh air supply?yes
.5) Do you have an exhaust fan and a circulation fan?yes
.6) What are the bulb wattages, kelvin ratings, and schedule? 6400K cfls 24 hour light
Your medium:
.7) Specific brand and type of soil, (coco, peat based soilless...) and anything you've added to it. (vermiculite, perlite, worm castings...)FF Happy Frog and perlite 2:1
.8) Size of container. 3 Gallon
.9) Did you use peat pucks (or similar) to root clones or germinate seedlings?NO
Your nutrients and water:
10) Source of water? (tap, bottled or filtered) What's it's ph before adjusting? Bottled Spring water 7ph

These girls are 4 1/2 weeks old. I transplanted into 3 gal bags 10 days ago and I am not seeing any growth at all. I think I need to adjust the ph to a lower level. I thought I would use sulfur...how do I apply and how much do I use? The 1st pic is TNT Kush, both the others are the NL/BB
