Alright so no thanks from these 2 assholes i decided to cut open the styro-foam cup to see if it was root bound and FUCKING SURPRISE it was 100% root bound and i just transplanted to a bigger container

First indoors grow Log This is my second grow the first one was outside and did not turn out because 3 days of rain and then 3 days of like 80f+ killed it This is a little late i would say its about 1-2 weeks old 2-3 days For germination and the rest for seedling growth. Ive got it under 2 26w and 1 23w CFL with an 800rpm computer fan blowing cold air through the bottom so it stays nice and cool.
