With 1 fan, is it better to use it as an intake or an exhaust? I Only have 1 plant that is in veg for 2 weeks and heat is not an issue

If heat is not an issue I would still use it as an exhaust, because if the box or tent that your growing in has intake vents the exhaust fan will force fresh air into the tent via negative pressure.
