Just like alcohol, there is no medical way to define intoxication, it takes physical tests of cognitive and physical functions. Juts more work for defense attorneys.
Alcohol is out of the blood stream in 24 hours, THC metabolites are not. All other drugs leave the blood stream in 24 hours. Thats why there is no definitive way to accurately measure THC as an intoxicant with blood samples.

I am happy to report that the bill has been amended following the Senate Judiciary Committee yesterday.

Instead of setting a limit, the state will conduct a study on THC and driving impairment.

It's a good thing and a step forward, but this probably isn't the last we will hear of a explicit THC blood content limit.

And the great news is that this bill is likely dead. Appropriations will be hard pressed to earmark money for THC research.
