In Cali, yes. If both parties have a card, it is no different than exchanging tomato plants. If one person has meds and the other doesn't, the one without can compensate the one with by re-imbursing him for the time and materials used during the production of the crop. That is how excess bud gets into the clubs. It will be interesting to see what Co law says.
