Be cautious about humidity and temperature......
Seeds sprout the best when the humidity is high, about 60-70%. The temperature should be around 25 Centigrade.

I have also experienced that Some varieties of seeds don't not germinate in moisture between paper towels or in water itself at room temperature but germinate fine at 90 degrees, about 20 degrees higher than room temperature.

Or ...You might have something wrong with your seeds..
