turn the table on that bitch with some good old fashioned blackmail... tell her you dont think her behaviour has been acceptable considering the things you know about her, and the implications this could have for her job/record. Tell her she needs to mow your lawn every month until she moves out.

I did battle with the city and explained my situation. They understood. I asked them for records of reports in my house, and it turns out that my next door neighbor had been reporting us to the city.
