that desk fan is more than acquitted for ventilation(also depending on what type of area you are using for growing you probably wont even need it, only if your air gets stagnant and/or it is getting too hot. Invest in a mercury thermometer, one your grandmother would have used in her garden. Also, you want to make sure you actually do use some sort of grow box or designated area, so that your getting as much out of every bulb you can.
Upon reading about lumen's and such, Depending how small your grow area is, you don't need over 9000!!!! lumen's in a 3x3 area. As I was saying before, try and purchase a cardboard box or rubbermaid container. Having your plants in a small area will keep them warm and get them light in all the places it needs.

I would stick at least 2 or 3 CFL's on them (they don't get too hot, and you can have them about 6" from the plants top's, and hopefully that will stop the stretching. You could POSSIBLY try LSTing them, which would hopefully help branch it out a little more, but since my knowledge is limited, I am not entirely sure you should do that with these plants.
