The pics are not helping me see if you are using the lights from above the plants or as side lighting. In any case with T5 lights you want the light as close to the plants as possible without plants actually touching the light. This may require being able to move either the light or the plant to maintain this closeness throughout the grow. You will get the best results with T5 lights only if you make every effort to keep the "lights to plants" gap very small.
