They are only going to flower if you change the cycle. In the wild, the amount of sun changes with the seasons and shortening sun periods in the day indicates to the plant it is time to flower. Growing indoors allows you to force the light cycle so that they enter that phase when you decide, but without that change you are still in the growth cycle, even if they are dwarfs.

Sounds like you really need to read up. Not being critical, everyone has to learn before they know their shit, and I personally find it fun. As with any gardening, the more you know about a plant's needs the better harvest you are going to get. You should follow some of the grow journals on this site and read the things that worked and failed for people, read the replies to their efforts and emulate the stuff that works and is feasible for you. I don't know if anyone here would recommend them, but if you don't like finding info on this site, Ed Rosenthal has made a bunch of pretty decent books and you can get that free on thepiratebay.org or some other torrent site.
