The cold and the lack of light is going to delay any "harvesting" period and stunt the growth of any plant. It sounds like you just potted the seeds without germinating them first, which might be why the seeds were "bogus" since 3 out of 6 seems a bit low turnout to me, particularly if they are the more expensive feminized seeds you paid for. The pics of your plats, assuming they are recent, look to me that they are way too small for the time you've put in, but if they are larger than they appear, I see no flowering or budding and you have to do what the previous poster said and change the light cycle. I'm just amazed your plants are still living with all that rough treatment, but then, plants can be delicate but nature is very robust.
