The collector cannot do this if this test is for employment. Under DHHS regulations, an unobserved/unmonitored collection remains an unobserved/unmonitored collection unless you are suspected of tampering. Collection facilities have regulations to abide by in regards to sample collection and shy bladder situations. Failure to comply with those rules would result in the loss of their certifications to conduct sample collections, which would spell the end for them as a business.
