Is the NM DOH Approachable about new ideas?

I've seen Coops started in Colorado and within 6 months some of the members get greedy and begin to expect more than they deserve (i.e. stop working for their meds and stop sharing with the Coop).
began posting to help people who have a PPL get started with no experience.
it's a learning experience every day and I'm strictly soil.

I'm down South and there's nothing down here as far as Producers, etc.

well I would ove to start a Co-Op but implement some rules or contract to insure that greedyness does not overcome our patients. I am beggening to writw a proposal to the DOH to see if they would like my idea or not. probobly not because that means less monet for the producers so less money for the state.
If you could contact me and I kow if you had the time you could help me out with just answering some questions about the Co-Op's?
