When did the March 1 regs become effective?

I keep hearing about the major compliance event beginning on March 1. Are the 96 pages of additional rules they are to be enforcing already in force and effect due to 1284 or since they have been appended to 1284, do they just go into effect on March 1? It's sort of confusing since 1284 keeps morphing into something new every few months and now there are even more amendments being proposed. Everything just seems so nebulous right now and with counties being allowed to approve grows on agriculturally ass4essed lands but the state not wanting it, what a friggin mess.

As far as I know the new rules are still pending approval. We're meeting with attorneys next week to get guidance on complying with this govt mess V3.
