I guess if liberty is seen as having no value , in a cost/benefit analysis of regulation, liberty as a cost will always lose out to regulation, even if the benefits of regulation are marginal, uncertain, or even non-existent.
I think, not to put words in anyones mouth, the argument is that once they move into business sector they should be regulated like many businesses are.
