$25,000 for a permit???

Good day- Im am new to this forum and would like to say hello to all. I live in a state that is not too friendly to folks bringing up the legality of marijuana. Growing here in the carolinas is a dangerous venture. I have a friend , who said he is moving to northern california after he saves up the $25,000 for some sort of "sellers" permit. He wasnt too clear, so i tried to research the matter. I could not find any permits or anything that would require $25,000. How difficult is it to start up a coop or dispencery in Cali. Is it saturated with growers and sellers?. Can an "outsider" still get a place to settle down in?. I guess it all depends on who you know and what their into. Any comments would be appreciated.
