About every 3 or so days. I check the soil with my finger from the top and from the drainage hole, if there is no moisture on my finger after touching soil I will water

Here I give my thoughts.
I know you're doing good on this. And I understand every concerns of yours from the very beginning. You've been dealing with things from the beginning and you want to be very careful after all.
Now first, this plant looks healthy. May not be %100 perfect but not worse either.
I will suggest something to you. Not too hard to do.
Supply some fresh air first of all.
I know how these bulbs give heat. Move the hot air out from there. Place a fan over the bulbs and send the hot air out from the cabinet. By doing this you'll have passive intake and fresh air in the cabinet. Place a fan to the bulbs to keep them cold and push the hot air to exhaust fan. You don't need to move your lights up if you keep them cool (Or the cabinet).
Air change is much more important than air circulation. (When you change the air it will circulate anyway) So use your circulation fan/s for these purposes.
I didn't like those purple smileys on the form I must tell. There are many and most of them can be gone for $2. Get the cheapest PH meter if you can't afford a digital one. PH strips or PH solutions. They're cheap and will do work for you. Aquarium shops or garden stores must have them. You may not have any PH issue at the moment but you may get it for future. Prepare.
Other things:
What is filtered water? How do you filter?
Do you spray water on leaves?
Get proper answers, confirmations before act. Right now you're not in a hurry.

Ph strips - the cheapest I found were $15+tax, so I'm going to wait a bit.
I don't know how to tell you what I mean by filtered water but it comes out of my fridge so it's not tap, and it's very clean?..supposed to be
The fan thats in the cabinet blows at the girlyand at the lights. If I open the cabinet door (during the day) and leave the fan circulating at the side would that be fine? (and then close the cabinet at night [to keep it completely dark.])

Ph strips
Only $0.99 on ebay. Search for "ph strips" you'll find many. If you don't want to wait a month look for your own online shops.
I have these strips and also have some narrow range soil PH solutions from a hardware store for $3.50 Able to get soil PH directly and the water as well.
Water
Is that the water from air? If so, it has nothing inside, plants will not be able absorb nutrients with that water. And, it is not good to use them without boiling if I'm not mistaken That is similar to distilled water and you need to use callmag with it. (I don't know the details about this, I may be mistaken)
Fan
Best use is: leave the door open, make an exhaust exit on the opposite side to the door, point/attach the fan to the exhaust. At night close the door but not completely, leave just a little open (enough for air but not enough for strong light leak.), don't close the exhaust.
However you do, change all the air in every 3 minutes, day and night.

Water: So would I be better off using tap water that has been sitting out for a few days? Should I boil that tap water, then cool it down or leave it til room temp before using?
Fan:
I will have to look into that for the future. Going to have to improvise for the time being.
-I don't want to get anything to confusing, too many chemicals etc, or spend too much more money than I already have. This is my first grow, just wanted to experience a successful grow:jointsmile:If I may try a second grow if this one is successful then I will upgrade my stuff, change grow room location, exhaust fans, nutes/fertz, ph up/down solutions etc, better lighting and so on. But that's for me to think about laterrr.

Yes, use the tap water. Watch new grows after first watering, if you see nuteburn next time mix tap water with your "filtered" water. I had highly nutrient soil, I started with deionized water. After a week or so, I used 1:1 tap:deionized. After a week or so, I used only tap water. They were just fine.
I'm not saying go buy PH pen, up/down solutions and other things which are not really necessary for a cabinet in the very first place.
If you want a successful grow you should have air change. Check for PC fans on ebay or local shops. They're cheap and effective for CFLs. You just need one or two PC fans an adapter to run them. If you don't afford $10 on them, you may risking all your expenses for this grow. I got my first fans from a second hand shop. 4 fans in total only for $5. And some adapters for them. Didn't cost more than $10 in total. This way I experienced and learned. Then went to a PC shop, bought better ones, and still I'm using them.
These can be found on ebay or local stores, good and effective for exhaust use and no light leaks. They called "system blower"

just a quik $.02 , has there bin a big fluctuation in humidity ? i have seen this from time to time when conditions change rapidly or plants are moved from one environment to another.. ill try ta check back,, HB

this might not be the problem with your's but its another option
also with the extra lighting i done more sealing around the doors to g/room to cut down lite leak and thimk i staved them from oxegen i think is was tevfik who suggested open door for a bit well have just done this i think it will help

this might not be the problem with your's but its another option
