Do I pre-heat the oven to 325 before putting in the weed for 5 minutes or should I turn it on after it's in?

I bought an oven thermometer and noticed that in both my toaster and standard oven (convection/conduction?) that the temp gets at least 50 degrees higher than what you set it to. Even when the oven tells you it is done preheating, it is still too hot. If you wait for the oven to preheat, then sit a while and the temp drops and the burner turns on again, and at this point, the temperature evens out to a 5-10 degree range around what you set the dial to. Most ovens click or turn on a little light when the burner turns on again. If your bud is too close to the burner when it comes on, it will get burnt even at low temperatures.
