One week old plants too tall and skinny

Help! My one week old plants are way too tall and starting to lean over. Four leaves appeared. Plants were indoors in a room
with florescent light on all day and night for one week. Could that be why they are now too tall? Have now moved them outside to balcony for 12/12 natural light. I live in Asia so it's hot during the day.

You will probably get more help if you post here: Plant Problems - Cannabis Forums Message Boards - Medical Marijuana, Cannabis Club, Dispensary, News instead of in this forum.
