Here is a simple calculation for you.
Say, in total you want to use 500W.
You can use 12x39W T5
or
You can use 6x80W PL-L

Price for them (approximately):
T5: 6 ballast=$75 , 12 bulb= $100
PL-L: 3 ballast=$35 , 6 bulb= $50
