Here I'll try and put the steps in order. I would take pics but I don't have a digicam.

1. Germinate the seeds. (Start their growing process till you can see the stem/root. Most people like to moisten paper towels and fold them over the seeds because the seeds like the solid medium to grow in.)
2. Once you can see the stem plant the seed in the growing medium (probably soil). Note: It doesn't really matter too much if the stem/root is facing the right direction because gravity does that for you.
3. Before the seedling sprouts try to keep the soil moist.
4. As the seedling sprouts try not to keep the light too close or too far as this would cause either burning the plant or making it stretch toward the light.
5. Have a small fan circulating air around the plant. This is so that the plant has fresh CO2 and helps it have a stronger/thicker trunk.
6. When the branches first start growing they should grow directly opposite of each other. Once they start alternating it means that the plant is ready for 'sex'.
7. To start budding your plant switch the lighting to 12/12 (12 hours on 12 off) This makes the plant bud because later in the year the days become shorter and the plant recognizes this and knows to start budding.
8. Once they are finished budding, cut the buds off and hang em up to dry.
