If you plan on only using florescants, I recommend adding a couple more and putting them around your plants, and cover your space with aluminum foil to get the most out of your light. Many say a mix of cool and warm lights does well, I have found great results with a couple 40w energy efficient reading lights for $9 each at Wallmart. Give your plants about 1sq foot. If you dont care about a lot of bud, just grow them so they stay as healthy as possible- flowering under florescants wont give you that high of a yeild anyways. In a small growing space like yours, running a small oscelating fan (you can get one for less than $10) will be plenty of ventilation. If its in a closet, keep the door open if its not too suspicious. Dont mess with miracle grow or any chemicals for your first grow unless you run into nutrient defficiancies later on, then read about what you need to do to fix it. Leave water in a jug for 24 hours before watering your plants, this will let it reach room temperature and let chlorine evaporate so it doesnt shock the plants.
Go to www.growing-marijuana.org and read as much as possible.

Start flowering when the plants are 1/3 the size you want them to be when matured. For an indoor plant I think switching at 8-10 inches is good to end up with about 2ft plants. There's no maximum height to start flowering so you can have them as big as you want.
If you think they're getting too tall, you can 'top' them by cutting the plant just above a node, resulting in 2 tops growing outwards so its shorter and bushier. I've read other methods of topping by bending the stalk down at a 90-180 degree angle and tying it there with a twisty tie or string (I dont remember how long to keep it tied) and this will also force the plant to grow extra stalks and stay shorter. I have a plant I've switch to flowering at 9 inches and topped, hoping to get a 2-3 foot plant with multiple stalks, perfect for a small area. I'll post my results later on.
