Hi Martyn,
I'm a noobie at this too, but I will attempt this from all the reading I have done. This forum is amazing at getting ones learning curve accelerated! It is probably too late to get them back to vegging. It could be done with the 18/6 lighting, but you run a huge risk of stressing the plants so bad that they go hermaphrodite on you and result in ruining the crop. If you have a bunch of girls there now showing buds, at 3 weeks old they are just a bit early but not too bad. I would let them keep going at this point. Put the lights on 12/12 and see what happens. They should just about double in size from the point they are at now in the flowering stage.
