Is it ok for pot to be tilted to get more sunlight?
I have a seedling in a little styrofoam cup and sometimes I will tilt the cup towards the sun so it will get direct light. If I put the cup flat, parts of the soil won't be getting light. Is this healthy for the plant?

Your plant will follow the sun, all by itself. There may be some small benefit to keeping the dirt warm, but it is't worth the work.
Just my 2 cents.

Oldhaole is correct. Your plants will seek out the light. ROTATING them may give you more even light coverage. IDK. As for harming them? I believe that if you could retain your soil, you could completely invert it and your plant will just adjust.(Picture those hanging TopsyTurvy tomatoes)
