It would seem you have a lot of work to do. Just having a business plan isn't going to help. You need a facility for the grow a facility to use for the dispensary, start up costs, application fees, lawyers, there is a fair amount of work to be done. Also getting the city to approve your business plan before you send in your app is a good idea. A lot of people have 30-50K and think they are going to open a dispensary, this is not the case. A commercial grow facility alone averages 2K a month in electric bills.

I'm not trying to persuade you into not doing it, just want you to know the work you have ahead of you. We have spent three years here at AZCS working on this, and even we have no guarantee.
