Lighting advice
i understand you need 6700klums for veg and 2700k for flowering, but i'm growing in a closet which height is 4ft and width is 1.5ft. I have one 42wcfl.. my question is would i need two 42wcfls for veg? or is one ok just because its such a small space?

The more the better as long as heat doesnt become an issue. This is especially true for CFLs. They also have to be very close to the plants to be effective. Just make sure they dont burn.

Lighting advice
One must be around 2800 lumen. You need minimum 4500 lm. for your space. With a good reflector and keeping it close to top you can go for vegging but if you use two you can have a bushy plant. Three is optimum to have a forest in there.

Lighting advice
my walls are white so they care very reflective, but i'll have to grab another to make it juicy.. plus i'm using a pretty big fan which should cool things down a bit.
