As I previously posted ↑ I didnt think my problem (which is similar to yours) was overwatering either, even tho overwatering can cause the same symptoms.
I adjusted my H2o ph, & retransplanted to bigger pots and now they are doing much better. The new growth is perfect. (of course the old growth still looks shitty, but atleast now they are headed in the right direction.)
Sometimes after an adjustment ya just gotta wait a bit.
