Obamacare is considered a joke because half the country are neo-McCarthyists who hear "socialized medicine" and think of being vivisected by Stalin himself. As a culture America is anti-intellectual (I'm not saying other countries aren't guilty of this, my own included, but the proud contempt of knowledge is at its highest in the States), and until someone opens their minds, they'll continue to lag behind the rest of the first world.
