Sometime they wont make it but for the most part they will.

That being said, you have to consider the soil/substrate you put it in and what you water it with.

If you stick a germed seed in "hot" soil and water with "hot" nutes it'll never grow enough to break the surface.

If you read till your eyes bleed and stick it in good recommended soil and water it correctly it's chance of breaking the surface and growing should be pretty darn close to 100%.

Since you're a self proclaimed noob I suggest clicking the Books link in my sig and doing a lot of reading. Spend several days/weeks reading and thinking about the growing conditions you would like to provide and plan it well in the beginning. Haste makes waste and without proper knowledge before hand your most likely gonna run into a lot of issues later. Being prepared now will help you handle situations better in the future.
