It sounds to me like you are setting up a commercial grow. Not advisable in a townhouse and not really what these forums support...

Consider scaling back to 8 - 12 plants. Much more manageable. If you run a separate veg / mother room you could get a continues harvest setup going whereby you are harvesting every couple of weeks. Your 600w lights will do a much better job with a smaller setup.
