This would be a good time to check out Spanish companies.. maybe a little less scrutiny on inbound mail. I've only made one order, but I had good luck (and free seeds) from LAMOTA

They also run their web site very securely and use HTTPS sessions (encrypted) even for browsing. This is normally only in the checkout process.
