it would be odd that he is having a magnesium deficiency when he's using tap water. i'm not saying it's not or couldn't be, but normally there is enough cal/mag in tap water. that also doesn't explain why only some of his plants have the issue. looking at the soil pH chart, a low pH will cause magnesium not to be uptaken, it starts to decline rapidly at about 6.0, and on the high sigh you get full uptake until ~8.5. just an observation.
