A 200w CFL is not capable of producing the amount on light you need for a 25 square foot area.

Based on recommended lighting needs you should be close to 50,000 lumens for aa area that big during veg and close to 75,000 lumens for flowering. And, thats light spread evenly around the area so that all the undergrowth on your plants gets plenty of light penetration.

you need
2000 lumens per sq foot for veg with a color temp of 6500k
3000 lumens per sq foot for flower with a color temp of 2700k

I have four 4' T8 bulbs, in a 5 sq foot area, that stay just a couple inches away from the tips of my four plants and I hafta clip a few fan leaves just to let the undergrowth get good lights.
