regulation won't stop mold from happening. regulators will never be astute enough to inspect a shop and find the mold. They are going to be counting grams and checking paperwork and making sure the state gets theirs. There will be some sort of quality check somewhere down the line, but it'll be useless.

If they have to submit to testing, people will be submitting samples they are sure about. It's easy to know if a gram or 2 is mold free or not - not so easy for 10 pounds divided up into 50 jars in a display case.

If it's mold, just a little too much moisture in a jar and you can have mold in a couple days, and if the moisture level corrects (like from the jar being opened for people to inspect) the mold can stop, leaving just a small portion of the jar with visible mold.

the regulation is all about the money, and nothing else. It isn't going to help patients one bit, you can be sure of that.
