No, it's illegal even in the Netherlands, but officers are instructed not to prosecute it in small amounts there and the government sets up coffeeshops to keep it out of the black market, so it is legal for all practical purposes in amounts up to 5 grams or 4 plants per person. However there are other places where cops will look the other way on weed for personal use too (Vancouver, Colombia, and Nimbin, Australia for instance).

I wouldn't put my money on it being legalized in 10 years. Probably sometime within the next 50 years it will be legalized or decriminalized to the point of de facto legalization in a lot of countries (I'm guessing Western Europe, Australia & NZ, South America, and Canada). But there are other places where progress will probably take longer to achieve (like Indonesia, Iran, North Korea, Saudi Arabia, etc.)

i wanna go to vancouver man, it sounds great. THat's where i've wanted to live my life.... its' beautiful, less crime, tons of great bc bud ... what a life :-)
